The Tedaş office will deal with any problems related to power outages, however, for routine street light repairs, you should contact the smaller Elektrik Arıza office, on the road up to Akbel. (It's on the left side, not far after the Karadeniz bakery) You can phone them to report faulty street lights on 186, but please note you can only call this number on a land line.
