It was a long session, as the October meeting was effectively postponed, with various items carried forward. There were 18 members of the public in attendance, for what was quite a lively meeting. Finances Planning and roads With the help of an overhead projector, the Planning Officer went through a number of affected areas. The Turkish words "istimlak etmek" were used quite a lot, which translates as "expropriate". In other words, the Belediye will take possession of certain pieces of land. We assume they will have to discuss compensation with affected land owners. These are the key ones that we picked up on. The piece of land where the new road for the dual carriageway into town will be built. Coming off this downhill stretch will be a small service road that leads off to the right, towards the school. It was originally planned to be 7m wide, but now it will be 8m wide. Parcel of land adjacent to Zeytinlik Cad. in Kışla. The road is currently 10m wide, but will be increased to 12m wide.The new Kışla service road, running parallel with the new, wider D400 road, on the coast side. This new road will run from town, through Kömürlük, going as far as Kışla. In doing so, it will pass through several parcels of privately owned land. Where required, pieces of land will be expropriated. The new concrete road next to the Arçelik shop, providing access to Kızıltaş requires altering where it meets the main junction, to make it easier for traffic to negotiate. Similarly, the access point to the D400 near to the Samira Deluxe needs to be improved.They then spoke about a small number of recently built villas, on land with uninterrupted views of Kalkan Bay. The Belediye would normally designate these properties an address on the adjacent Caddesi, however, there is some kind of planning issue, concerning the land that was built on, which needs to be resolved first. Whilst the properties were identified in the meeting, KTLN has decided not to publish details in this report. The meeting briefly mentioned the forthcoming relocation of the Jandarma station, to a position on the right hand side of the D400, as you head in the direction of Fethiye, just past the traffic lights. The timing of this move was not discussed. Belediye staff This was the end of the formal agenda. Comments and questions from the audience followed. The Mayor was asked what the Kent Konseyi has been working on. The Mayor replied that he would prefer not to discuss their work without the Chairman of the group being present. A Turkish resident of Kalkan told the meeting about an incident at a Kalkan hotel, where a couple on holiday had a disagreement with the hotel, and were very badly treated. He observed that the Belediye has a committee for planning matters, which is obviously an important subject. However, he went on to say that the Belediye should have a department responsible for tourist matters, as clearly tourism is an important part of the Kalkan economy. Tourists should have somewhere to go for help and assistance if they have problems with local businesses. [Editor: In Muğla region, there is a central department that deals with complaints. The Visitor Helpline 'Alo 179' allows visitors/foreigners to call and seek assistance in resolving issues of poor service. Unfortunately, Antalya region has no such facility.]The subject of black flies and mosquitos cropped up. In a part of Kalkan where there are some co-operative houses, there were reports of lots of these insects, causing problems. The Belediye responded by sending out someone to look at the problem, and subsequently a number of depots were sprayed. It was said that some depots were extremely dirty and unhygenic - "worse than rubbish bins". Spraying may be a temporary solution, but it is up to people to keep their own property in a reasonable state of cleanliness. The Mayor reminded everyone that they had recently bought 310 new rubbish bins, of various types, and that we all share a responsibility to keep Kalkan clean. A local property developer asked for guidance on when construction work will be permitted over the Kurban Bayram period. The Mayor said that no work must take place over the Bayram period, starting on Monday 15th November. Also, no construction work can take place on Wednesday 10th November, out of respect for Atatürk, who died on that date in 1938. He reminded everyone that during the construction season noisy work is only permitted between the hours of 8am and 8pm. Someone ssuggested that consideration should be given to stopping construction on Sundays, as this is a family day for many people. The construction season in Kalkan will end some time in April 2011. The Belediye will hold a meeting at the beginning of March 2011, to decide the exact date. The person who was involved wth the running of the previous Belediye Çay Bahçe, behind the town beach raised the subject of the problems that had arisen when the new Mayor took over in April 2009. He claimed that the way it was handled was "very wrong". KTLN was under the impression that the whole matter was substantially put to bed when the new Pinar Büfe was opened, in place of the old cafe - so we are not entirely sure why the subject was raised again now. The Mayor listened for a while, before briefly responding. When the gentleman had said his piece, he left the meeting.
