ShareThere were just 5 points on the formal agenda this month, which we report on, plus matters arising from a general discussion, held at the end of the meeting.

Authority to borrow
The Belediye funding position is such that they wish to borrow money to enable them to meet their spending commitments.  A motion was passed, authorising the Belediye to take credit, to be repaid by 2019.

Kaputaş Beach
The beautiful Kaputaş beach is currently under the control of Kalkan Belediye.  There is a move by higher levels of government to take control of this location, by making this a 'natural site' - presumably with some kind of protected status in law.

The Board voted to continue to oppose these plans to take control away from Kalkan Belediye.

Planning rules
Two affidavits (written submissions) have been received by the Belediye, urging a change to the way that local planning regulations operate.  We do not understand precisely what is stated in the documents, but we believe they challenge the way in which the Belediye deals with the height of proposed developments.

The gist of the Board's response was to say that they are sympathetic to the points being raised, and are trying to do the right thing.  However, there are practical issues here, which mean that there has to be a transition period, from the ways of the old administration to the new one.  They believe they are moving in the right direction, but change cannot happen overnight.

Representation at external events
Members of the Board would like to be able to attend external events to help promote Kalkan.  Where this means travelling abroad, the members require what is referred to as a 'grey visitor's passport'.  This is a document which allows people to obtain the necessary visas with reduced formality/paperwork.

The Board passed a resolution supporting this.  This vote is itself a pre-requisite for people to proceed with applications for the grey passport.

Expenses
The Board passed a vote agreeing that Belediye Board members may claim legitimate expenses from fulfilling their role.  By law, this vote was necessary to approve the expenses for the budget.

Other matters
At the end of the formal part of the session, there was a general discussion, including some members of the public.

The Mayor, Saim Karakurt, expressed his frustration and displeasure at the behaviour of some people, (not all), involved in local construction.  He cited instances where he and his team have challenged building irregularities, promises are made to put things right, and then nothing happens.

The Mayor was heard to say that Kalkan has a population of around 3,000, and perhaps just 30 may have to be disappointed.  We take this to be a reference to building developers who may be unhappy with his stance on enforcing planning rules.
