If you find our headline confusing, let us explain.

Many of you will be aware that the local authority organisation is called the Belediye.  It has a Board of members, with representation for the political parties, according to the votes cast in the 2009 election.  This is the local executive - i.e. they make decisions, and they provide local municipal services to the people of Kalkan.

However, there is also something called the Kent Konseyi - the town council.  If you have not heard of this before, it's because Kalkan has not had one for some time.  But now, the Kalkan Kent Konseyi is back.


The Kent Konseyi, as we understand it, has two main functions.  Firstly, it provides support to the Belediye by undertaking research, coming up with options for change/improvement, and providing recommendations, for the Board to consider.  In order to do this, they may set up ad-hoc working groups.  Essentially, it does a lot of the leg work, on behalf of the Belediye.

Secondly, it has a legal obligation to act as an independent reviewer of what the Belediye does.  It would want to be satisfied that things are done in accordance with the correct procedures.  It can challenge the Belediye on matters, where it has any concerns.

Every Belediye should have a Kent Konseyi, however under a previous Kalkan administration, this stopped working.  To go into the reasons why, would take us into the realms of politics, and as we have no wish to get into that territory, we won't comment further.

However, what we can say is that the current administration has brought it back, and this has to be a good thing.

At a meeting held at the end of January 2010, Ergun Duran, pictured below, was elected as the chairman of the Kalkan Kent Konseyi. He will chair a Board that comprises a number of key local officials, including representatives from the PTT (post office), and the Tedaş (electricity company).

This Board will have 8 members, including the chairman, and also including a member representing local youth, and one representing local women.  They will meet as and when required.

Ad-hoc working groups may be set up from time to time, to look at specific issues affecting Kalkan.  Ergun Duran told Kalkan Turkish Local News that where he considers it to be appropriate, he would be willing to tap into the knowledge and skills of any foreigners in Kalkan, by asking them to join a working group.

Some of the subjects on their radar are education; tourism (marketing Kalkan); the environment, and local culture & art.  We will be sharing the results of our recent survey with Ergun Duran.
